How we deal with lawbreakers

 

Everyone who posts in The Town will have read and agreed to the guidelines before registering.  We therefore believe that they should be held accountable for their own behaviour in The Town.

Spam, outing & stealing

Breaches of the agreement regarding spam, outing and stealing will go directly to judgement in the Moot Hall.

Respect for conference guidelines

Hosts determine the tone and style of their conferences, and the civility level required, in consultation with other Town Council members.  Any restrictions on behaviour or civility will be clearly stated on the conference banners, and posters will be expected to have read them.

If an individual does not respect these restrictions, the Hosts may request that he abide by the conference requirements. If he continues to ignore them, Hosts have the option placing the poster on Observer status, so long as they notify the Town Council of this action.  Observer status means that the individual may read in the conference but not post.

If an individual, or several, persist in pursuing a disagreement that becomes disruptive to the conference and other posters, the Hosts may request that the individuals involved take their dispute to the Coliseum, where they may continue the debate without further interference.  If they refuse to do so, Hosts again have the option placing the poster on Observer status, so long as they notify the Town Council of this action. 

If any individual is unhappy with this decision, he can take his grievance to the Moot Hall.  The Town Council will try to resolve the grievance, if possible. If the poster refuses to confine his grievance to the Moot Hall, he will be placed on Observer status wherever necessary.

If it proves impossible to resolve the grievance, or if individuals demand it, then the Town Council may decide that the poster undergo judgement in the Moot Hall.  The Town Council may likewise decide that there is no case to be heard.  In this situation, the plaintiff may appeal to the Pantheon for a final decision on whether a judgement will be held.

Judgement

In this case, a special panel topic will be opened for the judgement.  The panel will include the accused, a representative of the plaintiff(s) and a Jury consisting of three Citizens selected in rotation, one Host, and one member of the Pantheon who will act as chairman and, in the case of an irreconcilable tie decision, cast the deciding vote.  Any individual or who is personally involved in the dispute will not be a member of the jury.

At the same time, an open Spectators Gallery topic will be opened for non-panel members to comment on and discuss the judgement.

During the judgement, the panel topic will run until all five Jury members are ready to vote. The vote will be held via a private poll, accessible only to the jury members, and the results will be published in the judgement topic.  The Pantheon will then take whatever action has been determined by the judgement.

 

Changes to this Process

The Town is a privately owned site, and the owners reserve the right to make changes to these policies and processes if the Pantheon determines there may be a better way to deal with future problems.  Any changes will be notified both here and in the Moot Hall.
